Solomon was born in London. He was convicted and transported to Australia for larceny, arriving at Sydney port on 1 May 1818 aboard the Lady Castlereagh.

He entered into businesses and ventures concerning mining and property. Solomon became a representative for West Adelaide, as a member of the South Australian House of Assembly (1862–65) and the Legislative Council (1867–71).
